Yes, Scratch is a great start, although I'm not as much a fan of it in later learning & high school curriculums. Sometimes I find kids use it more to script stories (like writing animations in Flash) and aren't as motivated to try new things. However, I love that it's wide open to creativity.

I'm also a big fan of Google's Blockly, another visual language with some great applications. You can use it with the Wonder Workshop robots, BBC's micro:bit board, and Minecraft through Microsoft's MakeCode site.
