The movement away from IDEs is a whole different subject. VS Code is an "IDE-ish" code editor, but that model seems to be the reason for most of its popularity. It is possible to write Python in Visual Studio Community (the full IDE), but there's comparatively little interest in that. In fact, I think many people choosing VS Code over something like IntelliJ are doing it because they want to work in a code editor.
