I do remember someone (Steven Pinker I think?) writing about how phonetic alphabets would cause as many problems as they solve because of regional variations in how we pronounce certain sounds. Even without considering obvious accents, there are phonemes that vary in pronunciation among certain people but are consistent among others. (He explained it better than me, but his book The Language Instinct is a good read.)
