Eight year old i3? The initial launch announcement (and the current MS CPU list) says no CPU support unless you have an 8th generation or better. I have a colleague with the i7-7700 (first released in 2017)—4 cores and 4 GHz but not officially supported on Windows 11. But 8th generation i3s are. There is a problem here.

Although I do agree that CPU requirements vary—certainly, you should buy the CPU you need for your line of development.
