Despite the fact that Python syntax looks easier than many other languages (I’ve written about its similarities to classic VB before), there’s still a significant step up in complexity going from something like Access to a DB app you make yourself in Python. Access also allows you to use its built-in tools for reporting/querying/data entry, and step up to custom code very gradually, in just the area where you want to. To people who are comfortable with programming it may seem like a small jump, but to many others it’s huge.
But I agree you with completely that we need better ways to encourage power users to develop these skills and find ways to empower themselves. Rather than replace Access with “hire your own programmer” or “hope this no-code tool does what you want,” there’s a huge niche for products that give people the chance to develop their skills and build what they want without the headaches of Access.
